West Virginia Attorney General Patrick Morrisey said West Virginia will continue to have full-concealed carry handgun reciprocity with Virginia.
Florida, Louisiana, North Dakota, Pennsylvania, South Carolina and Wyoming will revoke Virginians right to carry a concealed weapon in their state because of the new law due to a mutual reciprocity agreement.
Herring said concealed carry permits from Michigan, Oklahoma, Texas, Utah and West Virginia will remain valid in Virginia.
A plan to limit out-of-state hid handgun allow holders in Virginia since the state’s top lawyer finds comparable laws to be less strict in North Carolina & 24 different states has drawn the ire of some gun house owners & cheers from gun-control activists.
“If you are a Virginia resident and you have a Virginia permit to hide your handgun, nothing will change for you in VA. And if you are going to be traveling out of state, you should check that other state’s law to see if they recognize the VA permit or to see if you need to get a non-resident permit”, said Herring.
“This decision is both risky and shameful”, said Chris Cox, executive director of the NRA political arm, the Institute for Legislative Action. It should establish concealed-carry standards at least as strong as Virginia’s.
Herring said the state’s action will not affect its reciprocity agreement with West Virginia, one of only five such states deemed to have standards for a handgun permit that meet or exceed those of Virginia.
The new regulations mean, “more than 6.3 million people who could legally carry concealed handguns into Virginia today will lose the privilege when the change takes effect next year, “The Washington Post reports”.
He said it’s a common sense step that will help keep concealed weapons out of the hands of risky and irresponsible people. “We’re gonna enforce the laws as strictly as we can, that are on the books, but we could do a lot more“.
But Virginia permit holders won’t experience any change within their own state. “I don’t know if that’s possible, but you never know until you try”.
Lars Dalseide, a spokesman for the National Rifle Association, said concealed handgun reciprocity agreements between states have ended before, but his organization is unaware of another state ever implementing a change of this magnitude.
In a news release this week, Herring’s office did not specify how North Carolina law doesn’t match Virginia’s permit requirements.
And Ramsey says Virginia’s proposal would have consequences.
